James Fox, MD

Medical Director & VP of Operations, Colorado Western Slope
Dr. Fox specializes in medical and surgical treatments for cataracts, glaucoma, intraocular lens complications, trauma, and patients who might benefit from refractive surgery. He is certified by the American Board of Ophthalmology and received his fellowship training in Glaucoma and Advanced Anterior Segment Surgery at the University of Toronto under the guidance of renowned surgeon Dr. Ike Ahmed. Dr. Fox is a member of the American Academy of Ophthalmology and the American Society of Cataract and Refractive Surgery. He shares his expertise through ongoing education and charitable work in the U.S. and internationally.

Kelly Frasier, MD

Dr. Frasier joined Kleiman Evangelista Eye Centers in 2014 after eight years leading his own practice in Lubbock, Texas. He’s committed to enhancing patients’ vision and providing exceptional care in step with the latest eyecare technology. Board certified by the American Board of Ophthalmology, he is also a member of the American Academy of Ophthalmology and the Texas Medical Association. A native of Odessa, Dr. Frasier graduated from West Texas A&M University and earned his Medical Degree from the U.T. School of Medicine at San Antonio. He completed his internship at Texas Tech, where he was a member of the AOA Honor Society.

Jen and her team provide the foundation that allows EVP’s practice leaders to develop their teams and create an environment where everyone can thrive. She spent 20 years of her career in retail management with a Fortune 500 clothing company, where she discovered her passion for serving others and developing people. Prior to joining EVP, Jen grew her skills in leadership and team development as a Human Resources Business Partner in the travel and hospitality industry.

Eva Kim, MD

Medical Director & VP of Operations, Front Range, Colorado
Dr. Kim is an ophthalmologist specializing in cataract surgery and refractive surgery and uveitis. She has performed more than 10,000 cataract surgeries over 16 years with a complication rate of less than 0.1%. Dr. Kim has practiced with Northern California Kaiser Permanente as an ophthalmologist and cataract surgeon as well as serving as Lead Consultant focused on elevating the quality of physician communication and service. For five straight years she was ranked #1 for patient service among ophthalmologists in Northern California. She holds a Bachelor’s from Stanford University and a Medical Degree from U.C. San Francisco.

David Litoff, MD

Chief Medical Officer
Dr. Litoff specializes in cataract surgery and refractive surgery. He’s held numerous clinical leadership positions, including Surgical Operations Chief and Medical Director for Surgical Care Delivery, and has served as a corneal specialist and general ophthalmologist with Kaiser Permanente. Dr. Litoff received his Medical Degree from the University of Connecticut, completed his internship at Mount Sinai Hospital in Connecticut, and did his ophthalmology residency at Albany Medical Center Hospital in New York before finishing a fellowship in Cornea and External Disease at the University of Iowa. He’s a member of the American Academy of Ophthalmology and has been published in more than 20 journals.

Loan Ramsey, MD

Medical Director, Arizona
Dr. Ramsey is passionate about advancing new technologies to diagnose and treat eye disease with a patient-centered approach. A board-certified surgeon since 2007, she has performed over 10,000 surgical procedures with a focus on advanced and laser-assisted cataract surgery and intraocular lens replacement. Dr. Ramsey was first in the DFW area and fifth in the nation to implant the Toric implantable collamer lens (ICL). She received her medical degree from Louisiana State University and completed her Residency at the U.T. Health Science Center in San Antonio before earning a fellowship at Mount Sinai Hospital in New York.

Crystal spent the first 15 years of her ophthalmology career in clinical operations, beginning in the exam lane as a technician before moving into operations roles supporting and growing practice teams. Dr. Virani is an accomplished physician leader with a strong background in business and clinical practice.
