Today is the 30th year anniversary of the launch of the VCT & EIS tax-efficient investment programmes. These programmes have been a critical source of funding for so many entrepreneurial success stories in UK over the last 3 decades. Given the state of our economy today and the risk-averse nature of so many investors in the current environment these programmes are vital to ensure that the best high growth ventures get the necessary funding. Chapeau today to Ken Clarke whose hand was on the exchequer's tiller 30 years ago. Is Rachel going to produce any rabbits out of her hat to encourage further investment in UK's early stage businesses? We need to back the risk-takers in our society if we are going to turn this economy around.

Wednesday’s Budget announcement gave UK businesses a much clearer view of the Government’s intent with its plans for a new UK Industrial Strategy.  With the Industrial Strategy Council yet to meet, the Chancellor of the Exchequer Rachel Reeves, outlined the following commitments to some of the growth-driving industries: - Aerospace: £975m in R&D funding over five years.  - Automotive: £2bn in R&D and Capital funding over five years.  - Life Sciences: Up to £520 million for a new Innovative Manufacturing Fund. - Creative industries: £15bn of tax relief over the next five years. Additionally: - £40m investment in the development of new apprenticeships in key sectors, as part of initial steps towards a reformed Growth and Skills Levy. - £10m is being invested to enable the Cambridge Growth Company to develop its plan for the housing, transport, water, and wider infrastructure.  - £37m to extend the Made Smarter Innovation programme supporting more small manufacturing businesses to adopt advanced digital technologies across all nine English regions. These announcements, coupled with further commitments to increase support for SMEs to adopt advanced digital technologies, and develop a roadmap to capitalise on AI innovations, very much align with PwC UK’s Framework for Growth research which found that the top three growth priorities for business leaders included skills, digital transformation and infrastructure and planning. The announcements in the budget to support these investment priorities are a positive first step, and will be welcomed by business leaders, but with a close eye on the detail of the specific programmes as the UK continues to grapple with a £130 billion funding gap compared to other G7 countries. Ultimately, the UK Industrial Strategy will need to build on these foundations and demonstrate how it can effectively coordinate and prioritise Government policy and investment to support growth across the economy.
